Law No. 21,383: Constitutional reform to establish the Scientific and Technological Development at the Service of the People is published
November 3, 2021

On October 25, Law No. 21.383 was published, approving the modification of Article 19 of the Constitution for the protection of Neuro-rights at the constitutional level.

By means of this reform, a new final paragraph is added to number 1° of article 19 of the Constitution of the Republic, assuring all people that the scientific and technological development will be at their service and will be carried out with respect for life and physical and psychological integrity, adding that the law will regulate the requirements, conditions and restrictions for its use on people, especially safeguarding brain activity, as well as the information derived from it.

With the issuance of this law and the consequent constitutional reform, Chile becomes the first country in the world to guarantee express protection of Neuro-rights at the constitutional level.
